Background - NPR
The
Government of India has initiated the creation of National Population Register
(NPR) by collecting specific information of all usual
residents in the country during the House listing and Housing Census phase of
Census 2011 during April 2010 to September 2010. The NPR is a comprehensive
identity database to be maintained by the Registrar General and Census
Commissioner, India(RG&CC,I), Ministry of Home Affairs (MHA), Government of
India (GOI). The objective of creation of the NPR is to help in better
targeting of the benefits and services under the government schemes, improve
planning, improve security and prevent identity fraud
Role
of Consortium of Central Public Sector Undertakings (CPSUs) in NPR
Consortium of Central Public Sector Undertakings (CPSUs)
consisting of Bharat Electronics Limited (BEL), Electronic Corporation of India
Limited (ECIL) and ITI Limited (ITI) is implementing Creation of National
Population Register (NPR) in 9 Costal States, (Namely Gujarat, Maharashtra,
Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Orissa, West Bengal ), NCT
of Delhi and UT of Puducherry for Office of Registrar General India, Ministry
of Home Affairs, Govt. of India. CPSUs will undertake the following activities
on behalf of the ORGI to enable Creation of the National Population Register
for the residents within the states assigned to CPSUs: CPSUs will undertake the
following activities on behalf of the ORGI to enable Creation of the National
Population Register for the residents within the states assigned to CPSUs:

Digitization: ORGI is scanning the Schedule forms
collected from the field at 15 centers across India. The scanned images will be
handed over to CPSUs to complete manual data entry in two languages, i.e.
English Language and Local Language of the State.

Biometric Data Capture: Upon completion of manual data
entry, CPSUs will capture biometric data of all residents aged 5 years and
above.

Data Consolidation and Delivery: CPSUs shall consolidate the
captured data, including demographic and biometric data, and deliver the same
to ORGI for further action.

Web based project management System
for NPR
To monitor and manage a project of this scale Census India
wished to have a web based monitoring system and the same is conceptualized and
implemented by ITI Limited and hosted in
www.itipalakkad.in/pms .Anonymous access is permitted on this
application only to a limited extended, for getting other services you may
require user id and password and proper rights of access.
